5 Things Every GCC Executive Should Know About AI Before Making Any Investment

Most AI investment in the Gulf is being made by leaders who do not yet understand enough about the technology to evaluate what they are buying. These are the five things that change that.

AI investment in the GCC is accelerating faster than AI understanding. Billions are being committed to technology that most senior leaders cannot evaluate, cannot govern, and cannot hold their own technology teams accountable for deploying well. Before the next investment decision gets made, here are five things every GCC executive needs to understand.

1. AI Is Not One Thing

The biggest source of confusion in boardroom AI conversations is that “AI” is being used as if it describes a single technology. It does not. Artificial intelligence is an umbrella term covering dozens of distinct technologies — machine learning, large language models, computer vision, robotic process automation, predictive analytics, and more — each with different capabilities, different limitations, different data requirements, and different risk profiles.

A chatbot built on a large language model operates completely differently from a computer vision system detecting equipment faults on a production line. Treating them as the same thing leads to procurement decisions where the wrong technology gets bought for the wrong problem, and governance frameworks that do not address the actual risks of the specific AI being deployed.

Before any AI investment conversation, the first question should always be: which specific type of AI are we talking about, and why is this type the right solution for this specific problem?

2. Data Is the Actual Investment

AI systems produce outputs that are only as reliable as the data they are trained on and operate with. Most GCC organizations significantly overestimate their data readiness when they begin AI programs. Data that is siloed across legacy systems, incomplete, inconsistently structured, or of poor quality will not produce reliable AI outputs — regardless of how sophisticated the AI model is or how much was paid for it.

The organizations that have successfully deployed AI in the Gulf consistently say the same thing in retrospect: they underestimated the data infrastructure investment required before AI could work, and overestimated the AI itself. The practical implication is that a significant portion of any AI budget needs to be allocated to data quality, data integration, and data governance — not just to the AI system itself.

If your organization cannot clearly answer where its relevant data lives, in what format, at what quality level, and who owns it, you are not ready to extract value from AI investment. The honest sequence is: fix the data first, then build on top of it.

3. Build vs Buy Is Almost Always Buy

GCC organizations frequently face pressure to build bespoke AI systems — for reasons of national technology development priorities, data sovereignty concerns, or the belief that proprietary AI will deliver superior competitive advantage. In reality, for the overwhelming majority of organizational AI use cases, commercial AI tools available today are faster to deploy, cheaper to maintain, and more capable than anything a non-technology organization could build internally.

The cases where building custom AI genuinely makes sense are narrow: where your organization has unique, proprietary data that commercial models cannot access; where your use case is genuinely differentiated and not addressed by any commercial solution; or where regulatory or data sovereignty requirements genuinely prohibit the use of external platforms.

Executives who do not understand AI well enough cannot evaluate vendor proposals critically. They cannot distinguish between genuine capability and compelling sales presentations. They cannot identify when their internal technology teams are recommending custom builds because it is genuinely necessary versus because it is more technically interesting. This is one of the most direct ways that low AI literacy in leadership translates into wasted investment. 4. AI Governance Is Not Optional

AI systems can discriminate, produce confidently wrong outputs, leak sensitive data, violate intellectual property, and make decisions that expose organizations to significant regulatory and reputational risk. These are not hypothetical concerns. They are documented failures that have occurred in organizations across every industry.

The regulatory environment around AI in the GCC is evolving rapidly. Saudi Arabia’s SDAIA AI governance framework, the UAE’s AI ethics guidelines, and increasing alignment with international AI regulatory standards all create compliance obligations that organizations need to proactively manage. Most GCC boards do not yet have AI expertise, AI governance frameworks, or clear protocols for overseeing AI risk.

Effective AI governance requires three things: a clear understanding of what AI is being used for across the organization, a risk assessment framework that identifies where AI decisions could cause harm, and an accountability structure that assigns clear ownership of AI outcomes. Organizations that deploy AI before establishing governance frameworks are taking on risk they cannot currently measure or manage.

5. Your Workforce Needs to Be Ready Before the Technology Is Deployed

The most consistent predictor of AI adoption failure is not technical — it is human. AI tools that are deployed into organizations without adequate workforce preparation are not used, not trusted, or used incorrectly. The investment delivers no return because the people who were supposed to use the technology either cannot, do not know how, or actively resist it.

Microsoft’s 2024 Work Trend Index found that 82% of employees say they need more support to prepare for AI-enabled work. In GCC organizations, where AI adoption anxiety can be amplified by broader concerns about nationalization programs and organizational transformation, this challenge requires deliberate, empathetic workforce development — not just technical training.

That starts with leadership AI literacy.
